Can we redirect the URL by using VBPCap.dll ? If yes, please provide me some VB example.

What do you mean by redirecting the URL? If you want a webpage to lead somewhere else, or even a IP then the easiest way would be to edit your hosts file. If you mean you want to redirect packets before they reach your machine and are processed then I'm not sure it would work. I don't think vbpcap can stop a packet from being received, I believe it can only intercept packets that have already been received and have gone through the adapter. But you could take packets you receive packets and resend them out somewhere else based on their source IP which would work if its OK that the packets have already been received. I'm not completely sure about the last paragraph because I haven't used vbpcap in several months, you may be able to. Hopefully someone who knows more can answer your question thoroughly.

I mean that I want to redirect URL for those words which has porn or banned words if it is possible.

That sounds like its gonna be difficult.
Simpler solution:- Use HOSTS file to redirect in XP look '\windows\system32\drivers\etc' adding a line like.
127.0.0.1 -www.pichunter.com (remove the - before www and add some spaces)
will tell IE to look for that website locally on PC and because it don't exist will throw up an error page. Obviously you need a lot of of these to cover the sites you don't want to see. if you do a web-search for 'HOSTS SECURITY' or similar you might find a site or 2 that has files for download.
OR
try 'peer guardian' & 'protowall' these are IP blockers and both sites maintain lists.
